Hobbit Monitor
A big brother workalike.
ActiveXperts
Their network monitor program works with many different platforms, and the pricing is reasonable. You can also write your own scripts for testing whatever you want.
Cricket
GPL'd tool to monitor and graph network traffic.
glint.exe - Win NT/2000/XP System Activity Monitor

How to Monitor Windows NT from Unix
Cool article related to two utilities WinSysLog, and EventReporter.
Big Brother
Very nice monitoring/alerting tool that supports both NT and UNIX clients. Web based interface. Ummmm... and free, for the most part, but it isn't GPL, the license is a mutant. Easily customizable, scalable. Very cool. Some of us use this at work to monitor a bunch of servers & workstations at multiple locations. Excellent mailing list for support.
Jetmon
A cool web-based network monitoring tool written in Java. Requires fping on the server.
TNT Event Log Monitor
Provides a consolidated view of all NT event logs on multiple NT servers and workstations. Also includes a powerful notification engine. There is an Enterprise Edition, a Small Business Edition (monitors up to 10 systems) and a single server edition.
Media House
In addition to the typical monitoring offered by many companies, Media House has a comprehensive focus on Internet services. They also offer a stats package for web servers.
NetIQ AppManager
More than just a monitoring tool.  This software has application monitoring and response.  Really, who cares if you can ping your server successfully if a key service has crashed.  This software will also automatically restart the rogue service if it does fail.  Beware of relying on software that actively tweaks your server when certain events occur.  You can do a lot of damage to your data really quickly this way. Netiq supports many different apps and they are getting good reviews. Check it out!
Robomon
Very complete package. We're wary of having any software package react to errors and tweak the servers automatically, but if we were going to trust any package to do this, these guys would probably be the ones. The registration process is cumbersome. Either the registration keys are fixed with IP addresses and machine names indefinitely, or you need a yearlysubscription to have the luxury of transferring the license to another server. The per server price may also be prohibitive.
Whatsup
Network monitoring tool by the same people who created WS_FTP.
EventTracker for Windows
EventTracker tracks all events of Windows NT/2000 systems of your network at central location. It displays all the events in real time and logs events into a database
Server Monitor Lite
Centralised network and server monitoring. Monitor TCP ports, NT/2000 services, SMTP, POP, SQL and Oracle servers. Get notifiied if your web server fails or you run out of disk space.
Net-SNMP home page
Net-SNMP home page
MRTG home page
MRTG (Multi Router Traffic Grapher) monitors bandwidth usage and other information via SNMP. MRTG provides nice charts of your usage in HTML format.
Active Ports
Active Ports - easy to use tool for Windows NT/2000/XP that enables you to monitor all open TCP/IP and UDP ports on the local computer. Active Ports maps ports to the owning application so you can watch which process has opened which port. It also displays a local and remote IP address for each connection and allows you to close any port. Active Ports can help you to detect trojans and other malicious programs.
Admin Report Kit - ARK
Admin Report Kit (ARK) is a powerful, general-purpose reporting tool for the Microsoft Enterprise Network. ARK presents information, about logical entities present in the Microsoft Enterprise Network, in the form of Trees, Tables and Views. All categories of information reported by ARK are available across the domains in the enterprise. This means that information may be viewed and reported for several systems in the enterprise simultaneously, from a single location.
